My daughter has to compose a piece for her GCSE Music and i am looking for some suitable (and inexpensive) software for her laptop. She will be using an electronic keyboard with a USB interface for her computer.

There are a couple of good free MIDI Sequencers that she could use:

Music Studio Producer - it actually also handles audio and hosts VSTi plugins

Jazz++ is another good one, there are different versions for 98/98/Me and for NT/XP
